There is no shortage of commentary about the digital transformation underway, or about artificial intelligence’s growing influence on work, institutions, markets and public life.

Every day brings a new product announcement, a stronger model, a prediction about jobs, a policy proposal, a warning about risk, or a promise of transformation. Some of these developments matter enormously. Others are more marketing than substance. Most sit somewhere in between.

The challenge is not simply keeping up. It is deciding what deserves attention, what questions need asking, and how to distinguish genuine capability from confident assertion.

Because AI is not simply a technical matter, or another software category. It is increasingly part of the infrastructure through which organisations make decisions, governments deliver services, businesses compete, and people encounter information.

That is why the Signal Circle exists.

A place for clearer thinking

Signal Circle is a community for women who want to make sense of the systems reshaping work, institutions, markets and public life.

AI’s effects will be shaped not only by models and data, but by governance, incentives, law, procurement, ownership, capability and power.

Those are not side issues. They are the issue.

The conversations we need are broader and more practical than the familiar binaries of optimism and pessimism. We need to be able to hold several things true at once: AI can create meaningful value; it can also concentrate power and amplify existing failures. Innovation matters; so do accountability, security and public trust. Regulation can be poorly designed; the absence of governance is not neutral.

Signal Circle is a place to have those conversations properly.

What we will explore

This will be a place for rigorous, accessible discussion about the ideas and decisions beneath the headlines. We will look at AI governance and technology policy, certainly, but also at innovation, entrepreneurship, cybersecurity, data sovereignty, organisational capability and the changing nature of work.

We will examine the gap between what organisations say they are doing with AI and what they can actually govern. We will ask who owns the infrastructure, where value accumulates, whose interests are served, and what it takes to build capability that endures beyond the next technology cycle.

Expect essays and conversations that connect developments in AI to the institutional choices beneath them: who decides, who benefits, who bears the risk, and what responsible capability looks like in practice.

Some discussions will begin in Australia, because context matters and importing assumptions from elsewhere is rarely a strategy. Others will take a comparative view, because choices being made in the United States, the European Union, China, Singapore and elsewhere will shape the operating environment for everyone else.

There will not be one settled answer. The purpose is to improve the quality of the questions.

Signal is not certainty. It is the practice of noticing what matters amid a great deal of noise.

Who this is for

Signal Circle is for women navigating emerging technologies: policy professionals, public servants, researchers, educators, investors, technologists and business leaders.

It is also for anyone who understands that the future of AI should not be left solely to the people building it, funding it or selling it.

You do not need to agree with every perspective shared here. In fact, that would be rather unhelpful. Good thinking needs friction, evidence and a willingness to revise a view when the facts change.

What matters is a commitment to engaging seriously: resisting easy slogans, being precise about claims, acknowledging uncertainty, and remaining alert to the human consequences of technical choices.

How the circle works

A circle implies participation. It is not an audience waiting passively for the next pronouncement.

I will share essays, observations, research, interviews and questions. I hope you will bring your experience, expertise and, where useful, disagreement. The strongest communities are not built around consensus; they are built around a shared commitment to better judgement.

There will be room here for complexity without paralysis, ambition without hype, and critique directed towards building something better.
